As long as the UN is structured in this way, i.e. a council on which competing members can veto resolutions against themselves or their allies, the UN will be 'a turd on the tarmac.' 

Until it becomes at least a two body organization, where in each body is capable of creating and enforcing resolutions and actions upon any member of the entirety, and the opposing body must raise either support or opposition to those actions, the current endless and futile stalemate and waste of resources will continue. 

The other alternative is a dissolution of the UN charter and a battlefield contest to ascertain a new membership of the charter and security veto empowered council.
